BHI Policy Priorities

Building a policy framework to focus our advocacy efforts around a common goal: eliminating the racial homeownership gap.

Policy created the racial homeownership and wealth disparities we see today—and policy has a key role to play in undoing them. The Black Home Initiative Policy Network works alongside other BHI partners, lawmakers, and community members to study, inform, and drive policy that increases Black homeownership in our state.

Focus Areas

The Homeownership Policy Framework includes both big-picture goals and specific bills we’re mobilizing behind, all of which fall into one of four strategic focus areas.

Zoning & Regulatory Reform

Enact zoning and regulatory reform policies that meaningfully increase supply and access to affordable homes for first-time home buyers.

Cost Reduction

Coordinate efforts to address regulations and practices that unnecessarily impede development of, and prevent access to, homeownership opportunities.

Land Acquisition & Value Capture

Substantially increase tools that capture land value through acquisition and assemblage to preserve affordability and stave off displacement.

Funding

Expand public grants that finance affordable home construction to create sustainable homeownership opportunities.
